OSWA Policies

OSWA policies are designed to:

  • Protect the long term viability of family woodland ownership
  • Help educate family woodland owners on issues of importance
  • Foster public support for the benefits these forests provide Oregon and the nation

Support for Oregon’s Forest Sector

 1. Support a strong, robust forest products industry that can:

  • Provide knowledgeable support for good forest practices
  • Purchase a wide-range of forest products at fair prices.

2. Support forest policy development, based on the best available science, that can help create renewable wealth from natural resources

3. Support an economy that can enhance the economic viability of family woodland owners by:

  • Supporting markets for primary and secondary forest products
  • Supporting markets for forest ecosystem services
  • Promoting the use of wood instead of energy-demanding substitutes
  • Providing financial options to family woodland owners for storing carbon under voluntary short-term contracts with OSWA’s subsidiary, Woodland Carbon, or long-term contracts with OSWA’s subsidiary, L&C Carbon.

4. Collaborate with national and state organizations with similar policies and objectives such as the American Forest Foundation, National Woodlands Association, Oregon Tree Farm System, and Oregon Forest Industries Council

Monitor and influence laws and regulations effecting family woodland owners

5. Support the right of family woodland owners to practice forestry

  • Support implementation of the Oregon Forest Practices Act (FPA)
  • Support a family woodland owner partnership with the Oregon Department of Forestry in which forest practices are outcome driven
  • Support incentive-based programs for family woodland owners
  • Support responsible use of viable silvicultural tools to create or maintain desired forest conditions

6. Support opportunities for family woodland owners to live on their property, which enables them to more readily manage their forests.

  • Support the variety of reasons why families own forestland

7. Support the review and amendment of the state and federal endangered species acts to provide incentives to family woodland owners who are impacted by the presence of threatened or endangered species on their woodlands

8. Support cost effective state and federal rules that prevent the import and or transport of insects and disease pathogens

9. Support fair and equitable representation of family woodland owners appointed to applicable policy boards, committees and advisory groups

Support enforcement of applicable laws and regulations

10. Support enforcement of the Oregon Forest Practices Act (FPA)

11. Support strong enforcement against unauthorized public use of small woodland owner lands

12. Support landowner liability statutes that limit landowner liability from the activities of third parties

Support good forest fire policy

13. Support aggressive fire prevention and suppression action

14. Support a fire cost structure that maintains the existing 50/50 split between landowners and the State of Oregon for:

  • Readiness at the fire district level
  • Providing resources for normal and severe fire seasons
  • Securing an insurance policy to protect both landowner and the state general fund exposure with equitably in meeting the deductible requirements of that insurance policy

15. Support local fire and access regulations for defensible space for dwellings built on family woodland owner properties

Support educational programs that benefit small woodland owners

16. Support forestry education through Oregon Forest Resource Institute, (OFRI) programs, OSU Forestry Extension programs, OSWA sponsored publications, OSWA chapter programs, and cooperative landowner-led assistance programs

17. Support public and private funding of technical assistance programs to family woodland owners

18. Support cost effective forestry research and education to improve forest health and the economic opportunities for small woodland owners

19. Support education programs to help small woodland owners prevent illegal activities, including losses by theft, vandalism, drug activity and arson

Support policies that are beneficial in transferring family forest ownership

20. Support family woodland ownership over multiple generations

21. Support fair inheritance tax treatment that encourages continuing family woodland ownership
